Current in RC circuit , I = ( E/R ) e-t/(RC) .....................(1)
 
Where E is emf of battery and R is resistance in charging circuit
 
Power delivered by battery , P = (E2/ R ) e-t/(RC)
 
maximum power Pmax = ( E2 / R )  at t = 0
 
if power  P = (1/2) Pmax  at time τ ,  then we have ,  (1/2) = e-τ/(RC)
 
from above eqn., we get τ = ln(2) RC = 0.69 RC
