Q- we find a large current of order m milliampere in forward bias and a small current of order microampere in Reverse bias condition so why we connect photodiode in Reverse bias

Dear, It is given that...lesser the wavelenth is....higher the intensity will be. But we know that lesser wavelength means higher frequency. So my douybt is....why it is that "The no.of electrons ejected per second from the metal surface depend upon the intensity of incident radiation but does not depend upon its frequency"? (acc to photoelectronic effect) WHY? Pls clarify,
