out of which F or Cl would have more negative electron gain enthalpy ?

Cl has more negative electron gain enthalpy than fluorine F.
F has less negative electron gain enthalpy since in it the added electron goes to the smaller energy level (n=2) and hence suffers significant repulsion from the electrons already present in this shell.
