An electric bulb is rated 220V and 100W, when it is opraoperon 110V ,why the resistance of the bulb remain constant in both voltage case . potentiometer function is where no current flow the device used to measure potential deference but when no current flow how potential deference is possible.

do not put too many questions in one posting.We respond only one question per posting. So I am answering only one question.
 
Why is ammeter connected in series and voltmeter connected parallel ?
 
Sensitive moving coil galvanometer is part of voltmeter and ammeter.
Ammeter is meant for measuring current drawn by the given electrical circuit from the power source, hence it is to be connected in series.
In ammeter a very low resistance is connected in parallel to the coil of moving coil galvanometer.
Hence ammeter will not load the electrical power source and will draw very negligible current for the operation of ammeter.
At same time it will indicate the current drawn by the rest of the electrical circuit.
 
Whereas voltmeter is meant for measuring potential difference across two given points in the electrical circuit
without affecting the current drawing capability of the circuit. In voltmeter a high resistance is connected in series
with the coil of the moving coil galvanometer. Hence it is connected in parallel between the points
where potential difference is to be measured . Since it is connected in parallel across two required points ,
high resitance of the voltmeter will not affect the current drawn by the other parts of the circuit.
