It is being said that moon moves with constant velocity around such that it's distance remains the same, then why is it that moon is moving away 1.5 inches every year?

The moon causes tides on earth. When, tides occur the ocean bulges towards the moon. Now, earth is rotating faster than moon. Thus, we can say that the bulge caused by moon moves ahead of the moon. Thus, the bulge pulls the moon along with it. This causes the moon's velocity to increase.
As the velocity increases, the moon has to move outwards, thereby making it move away from earth.
