When a vehicle is moving on a flat road, it has to do work to overcome the friction of road and the air resistance but no work is done against force of gravity. On the other hand when the vehicle is moving up the hill, then to move forward in addition to friction and air resistance it has to do work against the force of gravity. Therefore, the drivers increase the speed of vehicles on approaching a hilly road.
