is sodium acetate a ester or a soap ?

The functional group in sodium acetate is ester, hence it is an ester. But it is a weak soap as soap should have both hydrophillic and hydrophobic properties (hydrophobic property is needed to dissolve fats and oil). But in case of sodium acetate, it is hydrophillic but not hydrophobic due to very shot carbon chain.
