Light is not considered as a matter.
Light is a form of energy. Light travels in the form of electromagnetic radiations. According to the theory proposed by Einstein, light is made of tiny packets of energy which travels in a wave-like manner. These particles are called photons. Photons do not have rest mass but they just carry energy and momentum. Thus, light is a form of energy and not a matter.
