We have not understood the query that you have posted.
Did you mean - What happens when base is added to water? If yes! then answer to your query is,
Yes! We can add base to a water or any other solution. Nothingelse happens.
If we add base to water which is in its pure state, the water becomes basic from neutral.
If we add base to Acidic solution, neutralisation reaction takes place to form salt and water.
