During the electrophilic substitution reaction, benzene acts as a nucleophile and substitute the present electrophile with new electrophile.

Hence electron donating group will increase the the reactivity of benzene ring while electron attracting groups deactivate the benzene ring which decreases the reactivity of benzene ring towards the electrophilic reaction.

hence,

option C > option A > option D > option B

 

 In option C, the nitrogen is attached to the benzene ring which activate the benzene ring

In option A, oxygen is attached to the benzene ring which activate the benzene ring

In option D, benzene ring wil give this reaction

In option B, the carbonyl group is attached to the ring which deactivate the ring.
