In terms of physics what is meant by the sentence a uniform half metre rule can be balanced at the 29 cm mark

Let WS be weight of uniform scale. If this uniform scale is balanced at 29 cm mark by peg P as shown in figure,
then we need to apply a counter weight W at left side of P to balance.
 
If the scale is uniform, its centre of mass is at 50 cm mark
 
Let us choose the left most edge of scale is point of application of counter weight W,
 
then counter weight W should satisfy the condition,  W × 29  = WS × 21   or   W = (29/21) × WS
