a ) who is speaking to whom?

In the above lines, the old, lame, beggar is speaking to the Caliph in disguise.

b) what is the speaker Talking about??

The speaker is talking about a horse that actually belonged to the Caliph, but because the two were in a place where no one knew them, the beggar told the Caliph that it was his horse.

c) do you think speaker sounds confident when he is speaking these lines ?

Yes, I think the speaker sounds confident when he is speaking the mentioned lines. He has very cunningly thought about how they both are unknown to the people on Bassora while on the horse and how he can use this to his advantage.
