Let A be the probability that students who read Hindi newspaper and B be the probability of stduents who reads English newspapers.
P(A) = 60%, P(B) = 40% and P(A ∩ B) = 20%
To find the probability of students reads neither Hindi nor English newspapers first we find
P(A B) = P(A) + P(B) - P(A ∩ B)
= 60% + 40% - 20% = 80%
Required probability = P(A' ∩ B') = 1 - P(A B) = 20% = 1/5
