i was wondering whether it is necessary for a linear equation to be in the form of
: ax + by +c = 0
as the final answer in a word problem of linear equation in two variables.

Either ways should be fine. Ideally, the best way to write a equation is in the form of ax + by +c = 0, but that doesn't mean that you can't leave it in the form of ax+by = c. It depends on the examiner a number of times and there is nothing really right or wrong in this.
