In this system, the land was inspected and measured. The land was divided into ‘mahals’ or villages. Each ‘mahal’ could consist of one or more villages. Thus, revenues were paid not by a peasant but by the people of the ‘mahal’ 'collectively.

Under this system, the ownership rights of the land were given to the peasants. Revenues were collected by British officers directly from the peasants.
