Answer:
Area of the hole in steel plate will expand according to the equation of thermal expansion as given by
 
A = A0×(1+β×ΔT) .................(1)
where A0 is initial area, A is expanded area, β is area expansion coefficient and ΔT is temperature difference.
 
we have the area expansion coefficient data, β = 2 α = 2×1.1×10-5 C-1 
 
Since Area of hole  is proportioanl to diameter d of hole, we write eqn.(1) as,  d2 = d02 × ( 1 + β×ΔT ) ..............(2)
 
substituting the respective values in eqn.(2), we get,  1 = (0.9997)2 × ( 1 + 2.2×10-5 ×ΔT ) ..................(3)
 
From eqn.(3) we get ΔT = 27.3 °C
 
hence the steel plate is to be heated to 30+27.3 = 57.3 °C
