How electric flux of surface does not depend on the angle inclination to the normal of the surface and electric field

If the electric field is uniform the electric flux passing through a surface of vector area is S is 
ϕ equals E S cos theta
Where E= Electric field
And theta is the angle between electric field and normal to the surface.
For Closed surface
Gauss' law states that the electric flux through any closed surface is equal to the total charge inside divided by ε0. 
Charges are the source and sinks of the electric field.
 
So for the closed surface the flux does not depend on electric field and angle between the normal to the surface and electric field.
