Optical density is the property of the material of transparent medium.
Optical density determines the refraction of light.
Speed of light does not determine the optical density of transparent medium.
Speed of light undergoes changes due to optical density of the material.
 
Ratio of speed of light in vacuum or air to speed of light in transparent medium is the refractive index of the material of the medium.
