The focal length will increase because lights rays from the first lens will transmit through the second lens will produce a focal point somewhere after the lens.
when water is added the light rays from the first lens will undergo some divergence due to the more refractive index than water.
These diverged rays when passes through the second lens they produce the focal point at a little further distance.
 
since focal length and power are inversely proportional. so since focal length will increase here power will decrease.
