When a ball is taken to the top of a building it possesses potential energy due to its position from the ground. This potential energy gets converted to kinetic energy when the ball is dropped.
When the ball is exactly at the midpoint between its maximum height and ground level, kinetic energy  = potential energy.
Thus, a ball falling from a height possesses kinetic as well as potential energy.
And when it reaches the ground the entire potential energy gets converted to kinetic energy. This means at ground level, kinetic energy is maximum while potential energy = 0
