The smallest three-digit number is 100 and the largest is 999.
Similarly, the smallest 4 digit number is 1000 while the largest is 9999.
Hence

‌1000/100=10

‌9999/100=99

‌1000/999=1

‌9999/999=10

The quotient will range from 1 to 99
