Putting x = 0, y = 4, the line meets the y-axis at (0, 4).

The slope of line  is fraction numerator negative 4 over denominator 5 end fraction.
Slope of line perpendicular to the line  is 5 over 4.
       Equation of line whose slope is 5 over 4 and passing through (0, 4) is
                        y - 4 = 5 over 4 (x - 0)

                   4y - 16 = 5x

                    5x - 4y + 16 = 0.
