Answer:
Electric flux through a closed surface that encloses a charge q is, φ = q/ε0
 
Hence flux through surface of sphere S2 is, φ2 = +4Q/ε0   ................. (1)
 
Hence flux through surface of sphere S3 is, φ3 = +12Q/ε0   ................. (2)
 
Ratio φ2 / φ3 =  4/12 = 1/3
