Consider a conductor carrying an excess charge q in electrostatic condition. Choose a Gaussian surface inside the conductor just inside the conductor near its outer boundary. As the electric field begin mathsize 11px style straight E with rightwards arrow on top end style= 0 inside the conductor, the flux begin mathsize 11px style straight ϕ subscript straight E end style through the Gaussian surface must be zero.

Hence, there is no charge inside the interior of the conductor, because the Gaussian surface lies just near the outer boundary.  So, any excess charge given to conductor must reside at the surface of the conductor.
