Internal resistance is applicable for cell/battery. I hope the question is related to internal resistance of cell/battery.

resistance of the battery across its terminals is internal resistance.

Every Cell/battery has EMF(electro motive force) which is the characterstic of the cell/battery. EMF is potential difference measured across the terminals of battery when load is not connected(simply means current is not drawn from the battery). For example EMF for the drycell we are using in our daily life is 1.5V. When a load(current consuming device/appliance) is connected to battery, current also flowing through internal resistance of battery. Hence there is a potential drop across the internal resistance. Let v is the potential drop across the internal resistance. When we measure the potential difference across the terminals of battery we get (EMF-v) as the potential difference. This (EMF-v) is terminal voltage.
