Does shared pairs of electrons also attract the linked/combining/bonded atoms? If yes, why?

No, shared pair of electrons will not combine or attract the linked/combining/bonded atoms.
Instead of the shared pair of electrons, the lone pair of electrons of an atom will combine or attract electron deficient species, like positively charged cations and itself converted into a positively charged species.
