Law of reflection of light does not fail in the case of diffused reflection taking place at rough and unpolished surface.
As shown in figure, due to surface roughness, angle of incidence differs from point to point
when parallel rays incident on smooth surface and scattered in different direction.
Whereas in polished surface, at every point of incidence, angle of incidence is same.
Hence all the rays are reflected with same angle of reflection to give parallel reflected ray
