The problems faced by Zamindars of Bardawan or Bengal were:
  •  The initial demands of revenues after promulgating the 'Permanent Settlement' were very high. This was because the Company felt that if the demand was fixed for all time, then they need to fix revenue on the higher side because then the Company will not be able to claim revenues from land when cultivation increased.
  • This high demand was imposed in the 1790s, a time when the prices of agricultural produce were depressed, making it difficult for the ryots to pay their dues to the zamindar. In several cases the zamindars could not collect the rent and hence was not able to pay to the Company.
  • The revenue was fixed. The zamindars had to pay to the Company even if the crops failed and had to pay punctually. In fact, according to the Sunset Law, if payment did not come in by sunset of the specified date, the zamindari was liable to be auctioned.
  • The Permanent Settlement initially limited the power of the zamindar to collect rent from the ryot and manage his zamindari.
  • Other problems were that at this time, the Company wanted to restrict the powers of the zamindars. The troops maintained by the zamindars were disbanded and they now began to be supervised by the Collector.
