Fig(a) shows when 10g block is resting on table.
on the block m1 acting forces are W1 due to its own weight and Tension T in the string.
At Equilibrium W1 = T  or T = 30×10-3 ×9.8 = 0.294 N
on the block m2 acting forces are W due to its own weight, Tension in the string and applied force F.
At equilibrium W2 + F = T or F = T - W2 = 0.294 - 10×10-3 × 9.8 = 0.196 N

Fig.(b) shows when the force is released so that the blocks are in acceleration.
 
On the block m1, now the net force F1 acting on it is given by, F1 = ( W1 - T ) ...........(1)
let m1 is moving downwards with acceleration a, then we have F1  = m1 × g - T = m1 × a  ...........(2)
 
On the block m2, the acting forces are Wand T . Block m moves upward with acceleration a 
hence, we write T - m2 × g = m2 × a ................................(3)
