Due to the absence of vacant d orbitals in the valence shell of carbon, it is unable to expand its co-ordination number more than four. On the other hand  silicon atom possesses vacant 3d orbitals in its valence shell and can utilise them. Thus silicon can expand its octet i.e. can increase its co-ordination number beyond four. Thus octahedral co-ordination is possible.
