can a neutral body be attracted by a positively or negatively charged body ? if yes , what is the reason behind it ?

Yes, A neutral body will be atracted by a positively or negatively charged body.
Let us assume a positively charged body is placed very near to neutral body without touching it. Electrons in the neutral body is attracted towards positively charged body and positive nucleus is shifted away. Hence in neutral body centre of positive charges and centre of negative charges are shifted and this shifted charges are acting like a electrical charge dipole. Due to positive charges in the positively charged body, a non-uniform electric field is created. Dipole in the neutral body is getting attracted due to this non-uniform electric field.
Similar things wil happen, if we take a negatively charged body very near to neutral body.
