Answer:
Figure shows the various forces acting on block-B, when block-A is resting on it.
Applied force F will just balance the frictional force f, in order to pull the block with constant speed.
 
frictional force f = μR = 0.25×12 = 3 N 
 
hence applied force of magnitude 3N will be able to pull the block-B with constant velocity,
when block-A resting on block-B and moving with block-B
---------------------------
No force is required when block-A and block-B are connected by a light cord and passed over pulley,
because block-B is heavier than block-A.
