Let us consider a negatively charged plastic comb is brought very near to a paper bit without touching it.  Charges are developed in the paper bit due to induction. Positive charges will be accumulated at the edge of paper bit near to the comb, opposite edge will get negative charge. Hence paper will become tiny electric dipole. Electric field due to the charges in the comb will not be uniform in the region of paper bit. Hence the two type of charges will experience a force of different magnitude. The net force will be attractive. hence charged paper bit is attracted towards the charged comb
