The Tropic of Cancer divides the Indian sub continent into two zones- the Temperate Zone and the Tropical Zone. The northern part of India which lies in the Temperate Zone experiences cold winter season and the hot weather season. The southern part of the country which lies in the Tropical zone experiences hot season with no clear cut winter season and the Sun shines vertically overhead at least twice during any part of the year.
The Tropic of Cancer passes through the state of Madhya Pradesh. While Bhopal lies in the southern zone or the Tropical zone, Vidisha lies in the northern zone or the warm temperate zone. This is the reason that while we can see the mid-day sun exactly overhead twice a year at Bhopal, one is not able to do so even once at Vidisha.
