Are the chemical properties of chlorine and argon same since both have the same configuration of 2,8,8

Chlorine atomic number 17
Electronic Configuration is [Ne] 3s2 3p5 or 2, 8, 7
 
Argon atomic number is 18
Electronic configuration is [Ne] 3s2 3p6 or 2, 8, 8
