In many ways, former Prime Minister Manmohan Singh was the driving force behind the implementation of the Mandal Commision report. His party, the Janata Dal had promised in the election manifesto that if elected, it would implement the Mandal Commission recommendations. When the party did form a government after the Lok Sabha Elections of 1989, V.P. Singh (the leader of Janata Dal) decided to deliver on the promise and delivered an address in both the Houses of Parliement regarding this decision. Despite the volatile debate surrounding the issue, he showed the political will to stay true to the promise that was made by his party before the elections.
