Answer:

The Prime Minister and his cabinet ministers are the policy and the decision makers. Prime Minister is the main decision making authority. All decisions which are taken by the cabinet and the council Ministers are approved by the Prime Minister. Prime Minister while taking a decision may take advice from the experts but such advices are not binding on the Prime Minister.
