Snell's law or law of refraction
 
If light istravelling from medium-1 to medium-2 , then ratio of sine of angle of incidence to sine of angle of refraction
is constant and this constant value for the given pair of medium is known as refractive index of medium-2 with respect to medium-1
 
n21 = sin(i) / sin(r)
 
n21 is the refractive index of medium-2 with respect to medium-1 , i is angle of incidence and r is angle of refraction .

Refractive index of medium-2 with respect to medium-1 is ratio of speed of light in medium-1 to the speed of light in medium-2 .
 
n21 = speed of light in medium-1 / speed of light in medium-2
 
In above formula , we considered that light is travelling from medium-1 to medium-2 .
Hence  refractive index of medium-2 is called as relative refractive index of medium-2 with respect to medium-1 .
 
If medium-1 happens to be air or vacuum , then refractive index of medium is called as absolute refractive index n .
 
n = speed of light in air or vacuum / speed of light in medium .
