air is insulator but why?lightning occur as we know lair is insulator

Air is insulator if the potential difference between two points in air is low and the gap between the two points in air are far off. In atmospheric pressure breakdown voltage of air is 30 kV/cm. It means in atmospheric pressure, when two points separated by a distance 1 cm, have potential diffrence above 30 kV, air breakdown and sparking takes place. So we do not have sparking between air gap of order of cm in our domestic electrical power points, becuse we get only 230 V in our domestic electric circuits.

If the pressure is less,  the breakdown voltage for air decreases. Presence of moisture also decreases the air breakdown voltage. Due to cosmic rays clouds are getting charged and huge potential difference is developed between clouds and earth. Because of this huge potential difference, also due to less pressure near clouds and presence of moisture, breakdown occurs in atmosphere and this gives lightening
