when observer is moving with speed Vo m/s, the original frequency of sound is νo and reflected frequency of sound heard is ν, then we have
 
ν = νo [1+ (Vo/V) ]................(1)
 
where V is sound velocity. It is given that reflected sound is one octave higher, hence ν = 2νo
 
then eqn(1) becomes, [1+ (Vo/V) ] = 2; solving for Vo, we get Vo = 2V
