A plastic ruler rubbed with woollen cloth and then brought near dry bits of straw - what kind of force acts in this case?

When the plastic ruler is rubbed with woollen cloth there is production of charges. These charges get transfered to the paper due to the electrostatic force. Electrostatic force is kind of non-contact force.
