Speed of river water is not given. Hence it is assumed that man's swimming speed is not altered by river.

swimming speed = 3 km/hr = 3×(5/18)  = (5/6) m/s

time = (distance / speed ) = 500 /(5/6) = 600 s = 10 minutes
