A magnetic needle is fixed at a particular point so it can only rotate about its hinged point due to torque as you said earlier,. If we do not hinge the needle at any point then it can also execute linear motion just like iron nail. Since it is fixed at a particular point that's why it can move linearly but rotation can possible due to torque produce by that particular force.
