(a) One ten-millionth part of the distance between the North Pole and the Earth's equator is called metre.
(b) One metre is 1,650,763.73 times the wavelength of a specified orange - red spectral line in the emission spectrum of Krypton-86.
(c) It is because the wavelength of light does not change with respect to space or time and is possible to define without any ambiguity.
