When ball leave the contact from train it will have both horizontal velocity (along the direction of moving train), as well vertically downward velocity due to gravity  so net velocity will be vector sum of these to velocity.  Since both of the velocity is perpendicular to each other the the velocity observed by child on the ground will be greater than v.
