As shown in figure, car-A travels towrds East with velocity VA = 36 km/hr and
Car-B travels towards north with velocity VB = 24 km/hr.

Relative velocity VBA of car-B with respect to car-A  is in west of north direction as shown in figure. 
magnitude of VBA = begin mathsize 12px style square root of 36 squared space plus space 24 squared end root space equals space 43.27 space m divided by s end style and its direction is tan-1(36/24) = 56.3º west of  north.
Relative velocity VAB  of car-A with respect to car-B  is in south of east direction as shown in figure. 
magnitude of VBA = begin mathsize 12px style square root of 36 squared space plus space 24 squared end root space equals space 43.27 space m divided by s end style and its direction is tan-1(24/36) = 33.7º south of  east.
