What is the difference between numberbof votes and percentage of votes

Let's understand the difference through an example.
 
Suppose a miniter gets 55% of the votes in an election.
Total number of voters is 11,000.
So the number of votes the minister gets = 55% of 11, 000 = 11, 000 * 55 / 100 = 6050 .
So, a the minister has got exactly 6050 votes (number of votes), which can also be written in terms of percentage as 55% of the votes.
