WHY IS A BUILDING CALLED A BUILDING WHEN IT IS ALREADY BUILT?

The word building is used as a countable noun to refer to a structure with walls and a roof.
Example: I live in the third building down the lane,
The word 'building' is used as an uncountable noun to refer to the process of making such structures.
Example: He started off into building and construction before opening an estate agency.
