Let the original number be n. 
8% of n = 8 over 100 cross times n = 0.08n
Increasing n by 8% = n + 0.08n = 1.08n
 
3% of n = 3 over 100 cross times n = 0.03n
Diminishing n by 3% = n - 0.03n = 0.97n
 
Given, difference between the number is 407

⇒ 1.08n - 0.97n = 407

⇒ 0.11n = 407

⇒ n = fraction numerator 407 over denominator 0.11 end fraction equals 40700 over 11 space equals space 3700

Hence, the original number is 3700.
