Basic strength is the ability to donate lone pair. Pyrrolidine (structure-I) does not have the double bonds and is not aromatic so the lone pair of the N is more available (more easily donated) so it is a strong base. For other two structures we can decide the strength from their resonating structures. Resonance usually delocalizes electrons from the atom, thus reducing electron density which causes the molecule to have lower basicity.
Option 1 is correct.
